Claim 1wgov - World Government Before 2100

The Claim

World government established before 2100. A single government structure/body will control/be responsible for at least 75% of the world population.

To be considered a World Government, all of the following must be true:

1. At least 75% of the world population is directly represented by, controlled by, and/or is the responsibility of the world government.
2. The world government will directly control the largest force of military/police personnel and equipment. The force will be larger than any subordinate member nation-state controlled militia.
3. The world government will have the power to levy taxes, impose tariffs (if there are independent nations outside the world government), and regulate commerce.
4. The world government will have the power to pass and enforce laws on all its population, in all its constituent states.
