The Claim

YES pays 1.00 if, as of one week after election day in the state of California in November 1996, at least one of the following is true:

  • A ballot initiative has been approved by voters which prohibits the state of California from using race, sex, color, ethnicity or national origin as criteria for either discriminating against or giving preferential treatment to anyone competing in the public sector.
  • A constitutional amendment to the state constitution of California with the above effect has been passed and completed ratification.
YES pays 0.00 if neither of the above conditions has been met.

Background:

A ballot initiative known as the California Civil Rights Initiative (CCRI) has been proposed with wording similar to the above.

It is generally agreed that the intended effect of this initiative is to abolish affirmative action programs currently in effect.

Affirmative action is "the encouragement of increased representation of women and minority-group members, especially in employment" (Random House dictionary). Those who favor its abolition claim that this constitutes discrimination towards non-favored groups.
