The Claim

A new or old disease will have a deadly outbreak in a country or countries with high standards of medical coverage that are accessible by the vast majority of the population. To qualify the following critera must be met:

  1. Must occur in a G7 or EC member country
  2. High fatality rate determined by at least 50 dead during a 2 week period in a single urban area
  3. A quick acting disease (Onset to fatality within 2 weeks on average)
  4. Create considerable public distress (At least 5,000 of refugees from a single urban area)
  5. Outbreak is not due to a wartime or existing refugee situation in the immediate urban area
  6. Outbreak to initiate and claim its death toll before Jan 1, 2000

Judge's Statement

Standard ambiguity clause: If the wording is found to be ambiguous I will judge on the basis of the obvious intent. If the intent is ambiguous I will judge on the basis of precise wording. If both are ambiguous or if both are clear but conflict, I will look for a solution that causes the least damage to FX as a market and game.

I will monitor newspapers (hard and soft) for an early alert, and the Center for Disease Control at http://www.cdc.gov/cdc.html for information on specific disease characteristics.

G7 and EC countries are Canada, France, Germany, Italy, Japan, UK, US, Belgium, Denmark, Greece, Ireland, Luxembourg, Netherlands, Portugal, and Spain.

It appears that G7 has recently been expanded to G8 with the addition of Russia; Russia will not be considered in the judging of this claim.

No EC members added after the above-listed ones will be considered in the judging of this claim.
