The Claim

The Kryptos sculpture at the CIA includes a long ciphertext which has been broken except for the last 97 characters, to wit:

The accuracy of this transcription is not germane to the claim; we're interested only in the letters actually cut into copper sheets in the CIA courtyard.

Claim: This cipher will be broken, the plaintext and method will be made public, and either the sculptor Jim Sanborn or reputable cryppies on sci.crypt, Cypherpunks or elsewhere (at the discretion of the judge) will agree that the decryption is correct.
