The Claim

IBM will begin shipping a web server, using Linux as the operating system, by July 4, 1999.

Judge's Statement

The term "start shipping" is not completely defined. If, by or before the judging date, I get info that:

IBM is announcing this as a product you can buy
At least one customer has bought the product

I will judge the claim YES. If only one of these happens, I will delay judgment until the judgment date, and then use my best judgment.
I believe this is a close approximation to the claim's intent.
Note: IBM will have to call the thing a web server, and claim that its OS is (at least) "Linux-based"
