The rest mass of the electron neutrino is greater than 0.01 eV in ordinary space.
I consider the short description (Neutrino mass >0) to be the title of the claim, but not the criterion for judgement. To satisfy the claim the long description must be satisfied, so that a lower bound greater than 0.01 eV or an upper bound less than or equal to 0.01 eV must be established.
The primary judging criterion will be consensus of published and/or accepted papers in refereed scientific journals. Feel free to pass me references to relevant literature.
