By the time of the 2028 election, the electoral college will be replaced by a national popular vote system, in which the President and Vice President are elected by the national popular vote, either de jure or de facto.
Some examples of this would be:
1) A number of states making up the majority of the electoral college enact the National Popular Vote Interstate Compact.
2) The electoral college is abolished by constitutional amendment and replaced by a national popular vote.
If the above is in effect for at least one presidential election, with the last possible election being the 2028 election, then this claim shall be judged YES. Otherwise, or if the United States ceases to exist as a country, this claim shall be judged NO.
