This claim will be true if official United States government sources report at least 1000 US civilian or military casualities between 1999/4/1 and 2001/1/1 are caused by any one foreign government or politically motivated terrorist organization. These casualties may occur anywhere in the world but must involve either US citizens or US military personnel.
If by 2001/1/1 the United States government has ceased to exist as a unified entity regularly reporting military casualities this claim will be true.
