The sitting president on Frebruary 1, 1997 will not have gotten a majority of the popular vote in November, 1996. This will be judged TRUE if the president of the United States at midnight, February 1, 1997 was not the presidential candidate on a ticket that received 50% or more of the popular vote in November, 1996. Such cases would include: 1) The winner of the election receives less than 50% of the popular vote. 2) The head of the winning ticket receives 50% or more of the popular vote but steps down or is replaced before 2/1/97 3) The house of representatives chooses the president 4) A coup d'etat, delayed elections (beyond november), martian invaders take over and cancel the election and/or presidency in general, etc.
